Senior Counsel

Position Title: Counsel Organization Unit: Law Location: Tokyo Reporting Manager: Senior Counsel (Head of Law) Purpose of the Position: Responsible for supporting efforts to drive the creation of the regulatory framework and environment necessary for the successful commercialization of PMI’s reduced risk products (RRPs) and for supporting Manager Corporate Affairs RRP and other teams to achieve this objective. Towards this overall objective, the job role includes – i) Support in analysis, planning and execution of RRP regulatory strategy; ii) Support in management of external consultants (regulatory) to drive awareness building and support for tobacco harm reduction, as part of overall strategy towards achieving regulatory framework; iii) Support and participate in advocacy engagements with political, bureaucratic and industry stakeholders, and other relevant opinion leaders to build allies/coalitions in support of tobacco harm reduction and the creation of a welcoming RRP environment in Japan; iv) Support RRP (IQOS) commercial success by contributing to safeguarding the compliance with current regulatory requirements and providing business solutions to RRP marketing and sales team; as well as timely updates and distribution of key relevant materials. v) Support the education of internal stakeholders on regulatory/ business environment and science behind PMI's RRP efforts; Principal Accountabilities Accountability 1: Support in analysis, planning and execution of RRP regulatory strategy; Includes support in information collection, compilation, topline analysis and support in the development and implementation of appropriate tracking tools to monitor execution. Accountability 2: Support work of external consultants (regulatory) to drive awareness building and support for tobacco harm reduction, as part of overall strategy towards achieving regulatory framework. Support includes schedule and budgetary administration, information sharing and feedback. Accountability 3: Support and participate in advocacy engagements with political, bureaucratic and industry stakeholders, and other relevant opinion leaders to build allies/coalitions in support of tobacco harm reduction and the creation of a welcoming RRP environment in Japan. This includes communication of company's views and positions in support of tobacco harm reduction, intelligence compilation and topline analysis. Accountability 4: Support RRP (IQOS) commercial success through contributing to compliance safeguarding with current regulatory requirements on product commercialization and packaging including assessment, analysis and advice, and providing business solutions to RRP marketing and sales team. Support includes initial reviews of draft materials, update of Master Q&A and management and distribution of materials. Accountability 5 Support the education of internal stakeholders on regulatory/ business environment and science behind PMI's RRP efforts. Support includes update and administration of training materials and support in training program execution. Accountability 6 PEOPLE DEVELOPMENT Provide clear direction and objectives to Key Account executives and/or assistant in order to achieve their sales volume and market share targets; Develop, coach and motivate team members to achieve business and career goals, especially in addressing Account issues and identifying development needs ; Provide on the job training opportunities to build required competencies to meet the current and future business challenges and developing advancement plans for the team. Accountability 7 USE OF RESOURCES (PEOPLE, BUDGET, TIME): Evaluate and propose resource needed to execute assigned Key Account strategies and plans to ensure the successful implementation of the account plans with profitable ROI. Requirements: - College/University degree - Qualified to practice in Japan (bengoshi) or in non-Japanese jurisdictions - Qualification to practice outside Japan (optional) - Minimum 5+ years of work experience in private practice - 3 -10 years of experience in relevant practice areas (corporate law, commercial law, employment law, competition law etc.) in total - Work experience in international law firm/multi-national corporation/overseas is preferred - Excellent communication skill in reading, writing, listening and speaking, both in English and Japanese - Ability to identify legal issues and communicate legal advice in business environment in a timely manner - Good understanding of the laws of Japan
