The Role • Develop a holistic engagement strategy to streamline key stakeholders towards the common goal, which enables PMJ/PMI to achieve our regulatory and fiscal objectives. • Explore and create engagement opportunities with key stakeholders including our competitors, industry associations, academia, and related policy makers to implement the strategy. • Work closely with PMI Operation Center and Regional HQ on industry issues and challenges related with farming, supply chain, and any other business issues. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. 1. Develop a holistic strategy as well as a mid-long term roadmap and a short-term action plan to achieve PMI/PMJ regulatory and fiscal objectives, focusing on tobacco and relating industry relations. This includes; - Identify external stakeholders in a wide variety of scope (e.g. parties in tobacco and relating industries, businesses as well as regulatory/governmental parties.) - Establish an effective engagement strategy and plan with the identified stakeholders so that PMJ can drive a larger business coalition. 2-1. Build and manage an effective relationship with the identified stakeholders. Drive the stakeholders with a variety of interests to be streamlined with a common goal so that all the stakeholders are onboard in generating a policy framework. 2-2. In collaboration with the business stakeholders, engage with the regulatory stakeholders and find out the way to set the direction to secure a fair and reasonable fiscal and regulatory environment. 2-3. Proactively communicate the Company's views and positions in support of science-based tobacco control regulation focused on harm reduction, fiscal, and policy issues. 3-1. Keep the management of PMJ and PMI informed and updated on industry issues in a timely manner. 3-2. Actively participate in and contribute to regulatory meetings and seminars with regional regulatory and external affairs teams to ensure a common understanding about regulatory policy and strategy. QUALIFICATIONS • Preferable working experience in/around Japanese governments on inter-governmental negotiations • Understanding of legal framework and politics of Japanese governments • Excellent organizational, planning, analytical and implementation skills • Proven capability as a project leader, also from cross functional/geographical teams and projects • Strong business acumen with strategic and logical thinking, and highly effective analytic skills are required. • Must have excellent communication and presentation skills (verbal and written) with the ability to effectively present ideas, and influence and negotiate with others. • Graduate and/or undergraduate degree • Fluent in Japanese and mid/high English communications WHAT WE OFFER Our success depends on the men and women who come to work every single day with a sense of purpose and an appetite for progress.
